Louisiana House Passes Omnibus Abortion Bill


The Louisiana house passed an omnibus bill Monday, without discussion or debate, that would severely restrict access to reproductive health care and could close three of the five abortion clinics in the state.

The house passed HB 388, sponsored by Rep. Katrina Jackson (D-Monroe), by a vote of 85 to 6. The legislation, which is similar to measures passed in Oklahoma and Texas, would require abortion providers to obtain admitting privileges at a hospital within 30 miles of the clinic where they provide abortions. And it would impose a 24-hour waiting period on surgical abortions (a measure already in place for medication abortions in the state).

Another provision of the legislation would require physicians to register with the state if they perform just five abortions within a year. Currently, physicians must register with the state if they provide at least five abortions per month. This state registry is public information; it includes providers’ names and the location where they perform abortions.

Reproductive rights advocates say that if the bill passes, the state will be left with only two abortion clinics, both in Shreveport.

Kathaleen Pittman, administrator of the Hope Medical Group for Women in Shreveport, told RH Reality Check that HB 388 would affect the clinic’s ability to provide timely abortion care to everyone who seeks it. Hope has two physicians who provide abortions, one who already has admitting privileges and another who is seeking them. If the clinic is left with a single physician who provides abortions, that circumstance, combined with the likely influx of patients if other clinics in the state close, could result in patients facing longer wait times, with some women likely having abortions later in pregnancy.

Rep. Jackson, who said on the house floor that HB 388 is about the “safety of women,” worked with Louisiana Right to Life and the Bioethics Defense Fund on the legislation. Louisiana Right to Life Executive Director Benjamin Clapper invoked rogue abortion provider Kermit Gosnell as justification for the restrictions, saying they “will protect Louisiana women from Gosnell-like abortionists.”

Anti-choice activists have often used Gosnell as justification for laws restricting access to abortion, despite little evidence that there are widespread incidents of the type of criminal activity in which Gosnell engaged.

Pittman said she was “horrified” and “appalled” when she read the legislation. “It in no way improves the health and safety of women of Louisiana,” she said.

    I believe that they should make DIY abortion kits that you purchase at the local hardware store. Anything else is restricting my access to abortion too much. I should be able to get an abortion even with a doctors appointment. Who needs em. They’re just money hungry losers anyway. Let’s let nurses do the procedure. I’m sure they’ve got enough training.

      Oh, while we’re at it, let’s make it so that EVERY outpatient surgery performed at a clinic has admitting privileges at a nearby hospital. That includes prostate surgery, tubal ligation, vasectomy, etc… etc…. Oh, are you sensing how much of an inflated assessment of your intelligence you have, now?

      No? What about this? Let’s impose a 24 hour waiting period on any of those SAME surgeries that should ALSO require admitting privileges at a nearby hospital, TOO, now.

      If not, why should anyone be required to seek medical treatment from a doctor? After all, they’re just money-hungry losers and I’m sure nurses or med techs can do the procedure since I’m sure they’ve got enough training.

      STILL don’t get it? I’m not surprised, but here’s something ELSE for you to chew on. Although I’m sure it STILL won’t get through your thick skull, because we’ve already mentioned this, SEVERAL times. Pregnancy and childbirth ARE MUCH MORE LUCRATIVE THAN ABORTION.

      Therefore, your ‘concern’ is false, and it has been PROVEN to be false, something you have FAILED to do on another thread while making a similar (but erroneous) claim. Not surprised about that, either.

      After all, the REASON the complaints are being made is precisely BECAUSE abortion is being treated DIFFERENTLY than EVERY OTHER FORM OF MEDICAL TREATMENT. Obvious Pro-Lifer lacking clues is obviously CLUELESS.

            Mary, I’ve been thinking about this. It IS true that fetuses can hold the women as hostages because the causal relationship occurs after they are brought into existence. However, entrapment by the maternal host is not possible because the opposite actually occurs. After their existence, pregnancy happens at the direction of the conceptus, after all.

      There are groups right now that practice menstrual extraction. Nurses were coming around to teach ME in parlors before Roe v. Wade. I participated in one such teach-in. You can purchase components to make the extractor easily. We women will probably return to this practice if abortion is made illegal. We have done abortions on each other before.

The Cs in the elected offices of the USA are intent in making the USA just as failed as every nation south of the US border. The SCOTUS recently stated in a decision that Corporations are “people” and can put unlimited funds into politics. This opens the gates for more Catholics to be put into office. Vote the Cs out of office and save the nation.

    The Vatican is the largest “corporation” on earth. The amount “contributed” to candidates that are “good Catholics” is out of sight.
